Prof. Liang is a master’s supervisor, arbitrator and mediator of Fuzhou Intermediate People’s Court. He is an expert member of Quanzhou Civil Engineering and Architecture Society, expert member of Quanzhou Science and Technology Association, director of Road Construction Machinery Branch of China Highway Society, member of the 7th Indoor Environment and Material Testing Branch of China Metrology and Testing Society, standing director of Green Promotion Association of China Building Materials Industry Economic Research Association, director of Concrete Engineering Quality and Standardization Branch of China Concrete and Cement Products Association. He received a master’s degree in environmental engineering, a master’s degree and doctorate degree in civil engineering. He has published 22 journal papers in the fields of civil engineering (sponge city) and disaster prevention engineering, soil and water conservation engineering and disaster prevention engineering, and environmental engineering and engineering management. He is the owner of 24 professional licenses related to civil engineering, environmental engineering, electrical machinery, and heavy machinery operation in Taiwan, and has successfully developed 8 invention patents with Chinese (Taiwan) intellectual property rights, 2 new style invention patents, and 14 new invention patents. He has formulated the Chapter 03341 of the “Construction Outline Specification for Taiwan's Sponge City”, and industry standards such as [Permeable Concrete], [Planted Concrete], [Circulating Fluidized Bed Ash], [Permeable Concrete Test Standard], [Permeable Asphalt Concrete] for the Ministry of Industry and Information Technology of People’s Republic of China.
